City Attorney

The City Attorney Department consists of the City Attorney and staff. The City Attorney is the legal advisor to the City Council, the City Manager, the various city departments, and staff regarding City of Burien-related business.

The City Attorney Department does not provide legal advice to residents. Individuals needing legal assistance must retain private counsel or seek pro bono assistance. The King County Bar Association Referral Service is available at (206) 623-2551.

Civil Division

The Civil Division works proactively to support all facets of Burien’s municipal operations, prevent legal disputes, and protect Burien’s interests.  More specifically, the Civil Division’s responsibilities include:

  • Advising the Burien City Council, City Manager, staff, and advisory bodies regarding laws, including but not limited to land use, zoning, code enforcement, state and federal constitutional questions, contracts, procurement, employment and labor law, the Public Records Act, the Open Public Meetings Act, and other civil matters. Drafting ordinances (laws), resolutions, and other legal documents
  • Negotiating on Burien’s behalf
  • Managing litigation, including selecting outside counsel, directing or approving legal strategies and arguments, and protecting Burien’s interests
  • Serving as risk management for the City of Burien
  • Managing and representing Burien with its insurance pool
  • Managing Burien’s contracts for court-related services

Criminal Division

The prosecution of misdemeanor, traffic infractions, code violations, and other civil offenses under the City of Burien’s Municipal Code is provided through contract services with The Walls Law Firm. 
Additionally, the division provides support services for crime victims, including crisis intervention and advocacy.

Although prosecutorial duties are contracted out, the City Attorney maintains oversight and coordination to ensure that the firm’s work aligns with Burien’s policies, values, and commitment to justice. 

If you wish to request discovery for a traffic infraction that occurred within the City of Burien, a written discovery request must be filed with the King County District Court at the Burien Courthouse and be served on the Office of the Burien City Prosecutor. Risk Management Division

The Risk Management Division plays a key role in supporting the City of Burien’s vision to be a vibrant and creative community that embraces diversity, celebrates arts and culture, promotes vitality, and treasures the environment. 

This division oversees three key areas:

  • Property & Casualty Insurance
  • Claims & Litigation
  • Risk Prevention & Management

While these services do not generate revenue, they play a vital role in minimizing financial risk by reducing claims, lawsuits, and potential settlements.
